Working precariously within the neoliberal civil service system in Japan: Contract-based municipal office workers during the COVID-19 pandemic

The COVID-19 pandemic has highlighted the exhaustion and deepening division in the welfare sector. Frontline workers are divided by various structural restrictions and hierarchies. How can we continue to stand in solidarity across differences and positions and raise our collective yet unique voices to realize organizational and social changes – The question was explored by the small qualitative research with the workers at the Japanese municipal offices.
